7th Central Pay Commission was constituted in 2014 to review pay structure of Central Government employees. Implemented from Jan 1, 2016, it introduced Pay Matrix with 18 pay levels replacing Grade Pay system of 6th CPC.

Pay Matrix has 18 levels: Level 1-5 (Group C), Level 6-9 (Group B), Level 10-13 (Group A), Level 14-18 (Senior/Apex). Each level has 40 stages with 3% annual increment. Starting basic varies from ₹18,000 (Level 1) to ₹2,50,000 (Level 18).

Gross = Basic Pay + DA (currently 50%) + HRA (8-24% based on city) + Transport Allowance. Deductions: NPS (10%), Income Tax, CGHS. Net salary = Gross - Deductions.

Fitment factor of 2.57 was used to convert 6th CPC pay to 7th CPC. Example: 6th CPC Basic ₹20,000 × 2.57 = ₹51,400 in 7th CPC. This included merger of Grade Pay and interim relief.

HRA rates: X cities (Delhi, Mumbai, etc.) - 24%, Y cities (state capitals, etc.) - 16%, Z cities (others) - 8% of Basic Pay. HRA reduces as DA increases and merges when DA+HRA exceeds certain limits.

National Pension System: Employee contributes 10% of (Basic + DA), Government contributes 14%. Total 24% goes to pension corpus. At retirement, 60% can be withdrawn tax-free, 40% must buy annuity for monthly pension.

DA rate as of 2024 is approximately 50% of Basic Pay. It is revised twice yearly (Jan & July) based on AICPI. When DA crosses 50%, historically it gets merged with Basic Pay.

TPTA: Higher rates for Level 9 and above (₹7,200 + DA in major cities), lower for others (₹3,600 + DA). Differently-abled get double the rate. Reduced if official vehicle provided.

8th Pay Commission is expected around 2026 (10 years after 7th CPC). If implemented, fitment factor could be 2.5-3x. Estimated impact: 40-50% increase in minimum pay and proportional increase across levels.
